Add COMPATIBILITY.md #46

Add a place to keep track of compatibility with PUC-Lua, to see what has been implemented, and to mark what cannot/should not be implemented.

In repo instead of issue as it might be helpful to keep track of compatibility as the code changes.

I want to merge this, but it has several other PRs merged into it now as well.

We can do additional PRs for changes to this document, it doesn't have to include everything at once.
