Unable to retrieve Patient I want due to duplicate ID

The 'Original' Bug

Editing patients.txt allows me to have patients with duplicate patient IDs

I added a duplicate patient with the same information and same patient ID.

After restarting the program, when I enter the viewable command, the program does not call an error that there are 2 patients with the same patient ID. This could cause editing errors.
