test case(s) for `telemetry_int` fall back to mef_eline when external loop isn't UP #290

Depends on https://github.com/kytos-ng/kytos-end-to-end-tests/issues/283 first.

An enabled INT EVC, if its external loop goes down, it'll remove INT flows allowing it to fall back to mef_eline original flows.
