upgrade ipython 8.10+ to protect against upstream vulnerabilities

We'll need to defer this to a future release, I've just tried to migrate to 8.10 and hit auto completion issues, then tried 8.13.1 and ended up hitting https://github.com/ipython/ipython/issues/13966, so it's worth waiting for upstream to provide a fix to avoid having to create additional workarounds on our side.
