docs: sphinx KytosEvent(s) topics documentation #361

This is to capture this discussion that Italo suggested:

It would be nice if we have some place to document the Kytos-ng Events API, supported events, available objects, etc. Maybe moving the docs from the Napp's readme would cover this, just mentioned to be on the radar.
