When you request a path from/to an inactive UNI, pathfinder doesn't provide any path. Considering the inactive interfaces as out of the graph sounds good for NNI, but it would be nice to establish a path from a UNI even if it is inactive.
Use case for this would be creating EVCs or changing EVCs during an MW in which the physical connection at the UNI is still down.
