Fix #21

KytosEvent PacketOut is now being prioritized on msg_out for OpenFlow1.3

I pulled TestOpenflow13 from PR #20 that's under review to facilitate to solve git conflicts later on whichever PR merges first, so this PR only augmented the test suite with test_send_packet_out f4266d913bdfa90dad4dd5c767c36eb941c74946.

Appreciated your review, Italo. @rmotitsuki I'll go ahead and prioritize merging this, since this also fix of_core in the requirements dependency that PR #20 needs, and then we can solve the git conflicts there.
