As originally specified, by default telemetry will use table 2, but it should also subscribe to kytos/of_multi_table.enable_table, to be compatible with of_multi_table. As a reference, the PR should be similar to this one that Aldo has implemented.
This PR should only land after issue #11 lands, otherwise it'll cause more git conflicts.
