`telemetry_int` early 2023.2 release by Oct 2023 #21

2023.2 is expected to finish by December 2023.2, but telemetry_int needs to be released individually by Oct 2023 at the latest, so I'll capture on this issue just so it shows up in the epic items explicitly.

dev/demo branch is available for demo usage. As of now intra and inter EVPLs can be enabled/disabled and data plane is working as expected. EPLs should work too, as long as table 2 on your switch support the matches.

A release won't be published in Oct since there's still many major parts to be delivered on epic_telemetry_int_v1 but branch dev/demo at least can be used in the meantime. I'll go ahead and close this issue.
