tests: integration test for inter EVC #25

It'll be worth having a more extensive integration tests to fill the gap as e2e tests will only be developed in the future:

This is for covering inter-EVC scenarios and asserting the expected flows:

  1. Dynamic EVPL with failover_path available
  2. Static EPL with primary_path only
  3. Static EPL with both primary_path and backup_path

This ring topology with external loops will be used to derive mef_eline flows:
