Implemented the notification component requested on the issue #70
:bookmark_tabs: Description of the Change
Notification Component to be used and displayed in the tab 'notifications'.
The notification template accept a tittle, description and icon, all chose by user,
and a close button to dismiss the notification when clicked.
Its usage is planned to be by a event to throw for a new notification. It will be
submitted in a next PR once this has been accepted
