Update locale prompt every time #241

It's asking me to update my locale files every time I start up the program, 
even if I press yes every time. As far as I can tell my locale files are fine 
(enUS). Is this intended? Maybe it could prompt you only if there is an actual 
update available?

Have you write access to WMV dir when launching it ?
Have you got a enUS dir in your WMV folder ? Is it containing an items.csv file 
?"
