Running the tests on the latest ubuntu, macos, and windows environments using Python 3.8 and 3.9.

I see that there is already some code to perform integration tests using Azure (I think). But, as the tests don't seem to be running and Github Action is so simple to setup, I thought it was worth giving it a shot.

I've fixed the pipelines; they run on 15 OS / python version combinations now
