We'd like to watch design issues across many repos at Xamarin; ideally, we'd receive updates on every issue tagged design (or using some other tagging convention). Can OctoHook help us with this?

Yes it can! In the case of Xamarin, since we have our own hipchat server, I'd need an API key I don't have permissions to get, but I can talk to ITNick :)
