The purpose of this task is to get to know the ICU libraries for time zones 
management. In case it is possible to do the same things we do with Boost's 
classes, we should plan to replace them with ICU's. The main problem to solve 
is the amount of supported time zone IDs (Boost is limited in this sense). Test 
with "US/Pacific".
