RWR not showing all the time #25

Per @Kokos345 on the discord server, an F-15 flying behind him failed to appear on the RWR.

may not be an issue, but keeping it up for now. an RWR code review wouldn't be a bad thing.

There is an issue somewhere with vectors.nas getting a nil. Need to test more and fix.

Confirmed as buggy - RWR showing a contact when there are no nearby pilots. A code review is needed.

Additionally, while we're at it, the top part of the housing should be moveable, to select yellow or red lights.
