Fix: 更新标准信息平台 #140

  1. 增加“国家标准全文公开系统” 的 translator（#132）。
  2. 将 National Public Service Platform for Standards Information - China.js 文件移到了 translators/ 目录下。原先 #133 中错误地将该文件放到了主目录下。
  3. 按照 ESLint 的要求修改代码。
  4. 移除 extra 字段中多余的内容。extra 中多余的内容可能导致 citeproc-js 无法读取其中设置的字段。
  5. 增加网页快照。
