Items that have been declined show up in the shopping cart marked as "Declined".
If I go through with the ordering process, the last message I get just right
after I place my order is that "Unapproved items remain in my cart". But the
shopping cart is empty when I go back to it.
What about leaving the unapproved items in the cart with a "Edit" link next to
the "Declined" flag. So that users can edit the order and file it for approving
once more.
