Just purchased N1 and found same issue.
Your descriptions to make the XP recognize an Android as a network adapter is 
just
fine. Only driver inf was not to be found so device is not listed.

Seems as if the automatic switch on of USB to make the N1 be a drive hinders the
correct detection. If I simply connect N1 to XP it sais "found Nexus One". 
Later no
further access is possible. E.g. there was no access to SD card as I expected.
