app-vim/rc-syntax: No "as-is" license #61

Hi,

I wanted to install app-vim/rc-syntax, but it requires agreement to a license called "as-is"

There is no "as-is" license in /usr/portage/licenses, and per this page it was removed in 2014:

https://wiki.gentoo.org/wiki/License_groups/Non-free

Is there any way to find out what the "as-is" license is, and add it to the licenses folder here?
