Setup prettier plugin for tsdoc #265

The jsdoc prettier plugin quality is so, so. I needed to fork it and fix one bug that was causing inline code blocks (``) to be broken across lines. Other than that I think we can give it a try.

Other changes in my fork include order of example block.
