SatNOGS fetcher behavior when executables are not in PATH #97

As commented in https://github.com/la1k/flyby/issues/96#issuecomment-627187267:

The SatNOGS db fetcher does not give meaningful error messages when flyby is not installed to PATH, and fails when it tries to add the fetched data to the transponder database.
