Some boards have a issue where they don't send correctly first time they are powered (does not seem to apply when powered from USB). A reset fixes this issue.
Possible causes:
Programming fuses
Lack of capacitance during power up (test by delaying start-up)
Issue with Si5351 library ? @NT7S have not seen it before.
