Add support for Incoming Pactor P2P Connections #245

Hi,

Tested version: Pat v0.10.0 (601f6d3) linux/amd64 - go1.15.1

Attempt to configure "pactor" in the listen block results in the following error:

2021/03/30 22:27:14 'pactor' is not a valid listen method

I have no HF station at the moment due to ongoing works in the house, so there will be no progress for quite a while.
