Upgraded to new csproj format using https://github.com/hvanbakel/CsprojToVs2017

Added support netstandard2.0, lowest version supporting the apis needed on Type

Resolves #5

I dont know if all the settings for appveyor and build.cmd are correct, and if there is any changes needed for version etc. Maybe bump mayor version? but builds on Visual Studio 2019

Unfortunately, this change isn't supported in the build script (build.cmd) and the AppVeyor CI doesn't build so no NuGet package published...
