PowerWatch Rev F changes

• [ ] Fix R1 to be 66.5K
• [ ] Fix voltage monitor/watchdog resistor divider
• [ ] Add a way for the particle to manually actuate a hard reset (because apparently system.reset doesn't work?)
• [ ] Add a way for the RTC to trigger a particle wakeup from deep sleep
• [ ] Move things off of D7 to save that power
• [ ] Add the PPS line for phase measurement
