Some changes are necessary to the gitea plugin to work with buildbot 2.9:

a checkConfig() implementation is necessary to avoid traceback when running buildbot checkconfig
some API alterations are needed to get the plugin to report build status back to gitea correctly

I see there's some test code for this plugin, but I don't know if it works or how to use it...

Thank you for the changes, I will setup a new buildbot in the coming weeks and then have time to test your changes with buildbot 2.9.

I've updated the unit tests and created version v1.3.0 which now requires buildbot>=2.9.0,<3.0.0 v1.4.0 will support buildbot 3
