An initialization routine should be created to insert a valid admin user at the Whisper DB:

[ ] 1. Add mandatory admin username, password and email configuration options to Viper
[ ] 2. Insert admin user with admin role in the DB, with email verified column set to true
[ ] 3. Declare admin user as a valid OAuth user to Hydra
