What type of PR is this?

Description

In addition to the introduction of Ray Jobs, this PR also addresses some minor frontend bugs:

  1. disabled auto refresh
  2. new job statuses to match with ray job naming convention

With Ray Jobs, there is a go routine added that monitors all running jobs. A ticket following this PR is the ability to stop jobs, with stripe considerations.
