use pengutronix-hosted runner #54

This is based on @hnez's forrest runner, which provides ephemeral VMs while still allowing efficient and secure access to download and sstate caches.

The build failure is not related to this change. The build also fails on master when running on the public runner. I've opened a pull request to fix the issue #55, but the CI there fails due to insufficient disk space on the public GitHub action runners. Oh my!

I think we should get this one merged first and run #55 on top of it to see if it actually works.
