Add support for oci registry type as helm chart source

Add support for oci registry type as helm chart / container image source and change default registry to public.ecr.aws

• helm chart source from old registry type has been working correctly
• helm chart source form oci registry type has been working correctly
• spot interruption integration is working correctly and node was cordoned and drain - tested via simulated event in sqs queue.
