Main idea

The installer package is now somewhat stable, and we need to develop a maintain feature to utilize it in more places.

version upgrade
delete
configuration change etc.

The configuration that currently exists is the ability to set variables that are needed for the installation process. We need an additional configuration function for maintain, which changes the settings of an already installed backend.ai.
