label_geography_division and "Unclassified" geography #140

We added a "Z=Unclassified" to the geo division table. However, this should probably be a separate code (and schema csv file) entirely, since it could conceptually come up at any geographic level.

This probably merits a new section 6.18.5.

Unclassified Values

For certain measures, counts tabulated by a specific geo_level (U, D, S, C, etc.) may have residuals which cannot be classified into a specific geography. These values will be reported with geography=Z. The geo_level will vary depending on the tabulation being performed.
