This is the proposed sequence for the schema versions:
PSEO can remain separate for the moment, but we can consider pulling the current draft specification into the standard schema. Next release is anticipated sometime in the first quarter of 2020, I think.
What is different between 4.4 and 4.6? is the J2J change a structure change (structure of the metadata), or just a switch of J2J to 2018 geography?

We are adding a couple several earnings measures to the core J2J table. The EE/AQ earnings measures already on the OD tables are being transferred to the relevant records on the core one, to sit alongside the other earnings measures. So, it is a layout change to J2J. I have the updated measures tables in #147.
We are also expanding the set of aggregations that we will be applying seasonal adjustment to. There will be several new J2JPU output tables with more detailed interactions in the _"s" set. However, we don't currently explicitly indicate anywhere in the schema which tables are included in the set, nor do we indicate which aggregations include seasonal adjusted equivalents; so this isn't a change to anything we currently document.
This is anticipated to be implemented with the 2020Q1 production quarter (R2020Q1).
