Update description of version.txt file for QWI #91

For 2018Q3 QWI release, we are consolidating the version*txt files (list below) into a single file with multiple lines. The new file is being called version.txt (which I think was the name before REE expansion).

The description in section 8.1 of the schema should be modified, as well as some sections of lehd_csv_naming.

_Question: should we name it version_qwi.txt, to conform with J2J?_

Further, should we update the schema number for this change? (seems to me, yes? - 4.2.1?)

version_qwi.txt makes sense to me. I'll let Lars comment on the correct versioning for this change.

The latest release QWIPU candidate from Camille has kept the SA/RH/SE labels. In our correspondence from February, we had recommended only three lines, for F, FA, FS. That may have been missed in translation to Camille, or we never affirmatively resolved it. Please let me know if there is any reason not to go ahead with the more concise alternative. The example below actually came from an e-mail from Heath, in response to my suggestion - I guess it didn't formally make it into the specs.

Concise is good - I vote that we remove the RH, SE, SA from the version strings.

The more concise description is appropriate, as long as we don't foresee having different time frames for SE/SA/RH (unlikely). So I agree with the reduced specification (three line, Feb 20).

Version number will be 4.3.0. This is a change to the structure of the schema documentation, as per our VERSIONING document means an increment in the minor number.

I will make the changes for a draft 4.3.0-rc1 next week.
