Last time I read SHACL spec they did not contain NameStems, is that the case now?

Notice that I am planning to implement this SHACL semantics proposal which is based on our previous work on ShEx. That proposal is different from the current SHACL proposal made by Holger which is based on his previous work on SPIN

In the proposal that I am planning to implement, stems appear here
