evtsys.cfg is locked #58

What steps will reproduce the problem?
1.Try to edit evtsys.cfg while the program is running in notepad or notepad++

What is the expected output? What do you see instead?
I would like to be able to edit it while the app is running.
Bonus: would be cool if the app could detect and load the new config when I 
save the cfg.

What version of the product are you using? On what operating system?
EvtSys_4.4.3_64-Bit-LP.zip on Windows server 2008 R2

I don't recall the utility holding onto a handle to the file after loading, but

I could not reproduce this problem on Server 2k8. I double checked the code and 
the file is closed as I expected. I used just plain Notepad though as I don't 
have Notepad++ available currently.

Note: One other person mentioned an issue updating the file in Notepad++ as 
well. I can't explain it though as its a simple text file with nothing else 
special about it.
