What steps will reproduce the problem?
1. compose email
2. use @4/3/2014 4:20pm
3. press send

What is the expected output? What do you see instead?
Message is sent immediately.

What version of the product are you using?
download today

I did assign the label to it prior to sending

After applying the label, you do not send the message.  You leave it saved as a 
draft and it is then sent at the scheduled time.
