Add PyDev 8.2.0 to the update site

This will allow to install PyDev from Capella 1.4.x to Capella 6.0.0.

It doesn't seem to be easy to produce such an update site. Also the install new software dialog is configured to only show the last version.

If we want to solve this, we wll need to create two update sites. For now one should install PyDev from this repository for Capella 1.4.x:

I added a second update site for Capella 1.4.2 with the needed PyDev 8.2.0.
