This isn’t a proper fix and maybe they’ve already tried it, but windows has hotkeys to move a window around multiple desktops that works even when magic’d off-screen. Simply get focus (click taskbar entry) and use the Windows key with arrow keys to move it around until it gets to a screen that is visible. It’s saved me from this kind of problem many times in the past.

On Windows 10 multi-monitor setups, multiple users have reported that after a compile-and-restart, the BLACS window goes missing. It has an entry in the taskbar, but if clicked on, no window becomes visible. The window is off-screen or invisible, or something, and can't be coerced to come back.
I'm unsure if it remains missing after closing it (via the taskbar right click menu) and starting it again. I haven't seen it myself yet, but it sounds like it happens often enough that I will see it at some point. It might only happen with horizontally oriented monitors.
