Add default labconfig file to docs #80

This creates a top-level page that should import the current default labconfig.ini file and displays it. This should make referencing default values and what new keys can be added to an old installation easier.

This does rely on a relative path specification, which can differ locally vs RTD, so I'll check that and make the necessary changes.

Relative path still works on RTD!

This is ready to go, barring any suggested changes.
