Add install rules in makefile #24

I add this rules, for simplify the creation of package.

On all platform :

create INSTALL_PREFIX/bin directory
binary CuteVCF is install in INSTALL_PREFIX/bin directory

On unix plateform :

create INSTALL_PREFIX/lib directory
library htslib is install in INSTALL_PREFIX/lib directory

You can specify INSTALL_PREFIX at qmake step, the defaut value is current directory.
