I Can download. try a proxy. don't know. and rec4.lvlib is not used anymore. i'm looking and seems that it's contents is inside the LLB directory. still trying.

Unfortunately, it is not possible to download through a proxy. I sort of figured out the missing libraries. The compiler is already starting. But, unfortunately, I can’t check it, without an image it’s impossible.
