📚 Purpose
Add permitted parking intent, which supports parking in a set of geographies that is contained within a larger geography wherein parking is forbidden.
I originally had this as one big pull request with the contents of https://github.com/lacuna-tech/mds-core/pull/1056 in it, but I thought 1. this would be more readable, and 2. I'm kinda new to AJV, there's a couple more complex pieces of validation I might try to add depending on how this sprint goes, and I don't want feedback/continued work on 1056 to block this from getting merged.
