Upgrade @typescript-eslint for TypeScript 4.6

📚 Purpose

• Latest @typescript-eslint release fully supports TypeScript 4.6
• Also, make lint:* commands specify files to be ignored and lint specify files to be included. This makes the commands more flexible for running with different options. For example, pnpm lint:eslint -- --fix 'packages/some-package/some-file.ts'
