Authentication for administrator roles

Description

Add administrator role an administrator has the same rights a regular users, but has access to the administrator view and it's rest endpoints.

Acceptance criteria

• An administrator account has been added (can be hardcoded/straight in storage)
• A administrator role has been added. Differentiating the view the user can see and the rest endpoints it can access
