docs(sphinx): Add sphinx documentation including custom CLI docs #163

Hi @chriswmackey,

Adding sphinx files and the latest CLI documentation process. This one includes support for handling standalone -version option in main section. Documentation looks good on my side, feel free to take a look at it when you get a chance!
