feat(rmtxop): Rmtxop command and options #218

@mostaphaRoudsari This is a proper commit, however, I am labeling this as a draft as I still have to write tests for it and I have a feeling that I might have to tweak some of the matrix operators for it.

@mostaphaRoudsari Lets hold off on a git call for the time being. I am slightly overwhelmed with the new Gitkraken interface having worked with Pycharm (Jetbrains) git interface for nearly 6 years. Pycharm does not allow you to do much and is therefore a lot less "risky" to use. I will be more careful regarding the PRs and branches and be more careful with all the git acrobatics.
