Add a list of "components to exclude" for the update this file #419

For example, we are never going to change the construction component and I've gotten a bit sick of manually replacing this one. More info here: http://discourse.ladybug.tools/t/ep-construction-component-issue-after-installing-last-release/2161/11

Actually, I am realizing a better approach here is just to update what is in the component anyway (even if the inputs/outputs have changed) and circle it in red to have the user check. I'll implement this soon.

This has been addressed via: https://github.com/mostaphaRoudsari/ladybug/commit/1cd1d66f464432924b79215dec9c1c7e7add1228 This will make updating the 70 example that I have for the next release MUCH easier.
