WindRose Frequency Total #421

Total of frequency should be close to 100.

The hours with wind direction falling in Last angle in roseAngles - segAngle and Last angle in roseAngles + segAngle

and

The hours with wind direction greater than or equal to 360 - segAngle

were not being counted.

This is fixed in this PR
